Overview

Businesses do not just enter states. They leave them, too.

Middesk has helped customers open state payroll tax accounts across the country. Now it helps them close accounts they no longer need.

When an employer stops employing workers in a state, the payroll tax account does not automatically close. The account can continue to carry zero-dollar filing requirements, agency notices, and penalty risk until the right closure process is completed.

State Payroll Tax Account Closures extend Middesk Business Registration from account setup to account lifecycle management. Customers can now use Middesk to open and close state payroll tax accounts as their business operations change.

State payroll accounts have a lifecycle

Most payroll compliance workflows start at the beginning: registering in a new state, setting up withholding, unemployment insurance, local tax accounts, or paid family and medical leave accounts.

But those accounts do not stay static.

Companies hire in new states. Employees relocate. Offices close. A customer may stop operating in a jurisdiction. Each change can affect whether a state payroll tax account is still needed.

Without a clear closure process, accounts can remain open long after the business no longer has employees in the state.

What happens when accounts stay open

An open payroll tax account can still create work even when there is no payroll activity behind it.

Employers may still need to file zero-dollar returns. Agencies may still send notices. Missed filings can create penalties or follow-up work for teams that thought the account was no longer active.

For payroll providers and employers managing accounts across many jurisdictions, this creates a compounding operational problem. Every workforce change can leave behind a state account that still needs review, closure, and proof.

Some teams handle this manually. Others push the work back to the employer. Neither approach scales well.

What Middesk manages

Middesk manages state payroll tax account closure workflows across supported states.

Customers can request a closure when an employer no longer has employees in a state and no longer needs the related payroll tax account. Middesk collects the required information, manages the state-specific submission process, tracks status, and stores confirmation artifacts where available.

For API-integrated partners, closure orders can be initiated through Middesk’s Registration API. For customers using the dashboard, closure requests can be managed through Middesk’s Business Registration workflow.

Closure status is visible in Middesk, with webhook updates available for integrated partners.

Built for state-specific requirements

State account closures vary by agency.

Some states support direct submission. Others require paper, fax, or additional employer action. In a small number of cases, the employer must initiate and complete their state tax closure requests directly  with the state agency.

When that happens, Middesk provides the employer instructions for filing directly with the state agency. .

What this does not cover

State Payroll Tax Account Closures are for closing state payroll tax accounts when a business no longer has employees in a state.

They do not cover:

  • Entity dissolution
  • Entity termination
  • Mergers or acquisitions
  • EIN changes
  • Company-wide wind-downs
  • Legal or CPA-led closure work

If a business is closing entirely, being acquired, changing its EIN, or dissolving an entity, it likely needs legal, tax, or CPA support outside Middesk’s scope.

Business Registration as lifecycle infrastructure

This launch expands what Middesk Business Registration can manage for customers.

Middesk already helps businesses open state payroll tax accounts. With State Payroll Tax Account Closures, customers can now close accounts they no longer need using the same infrastructure.

That matters because state payroll compliance is not a one-time setup event. It is an ongoing relationship between a business and government agencies. Accounts need to be opened, maintained, updated, and eventually closed as the business changes.

Middesk is building the infrastructure to manage that lifecycle.
